Ronald Bixler
Managing Director
Mr. Bixler has more than 35 years of professional security experience. His experience includes delivering security consulting, threat, risk and vulnerability assessments, project planning, design, and project management specific to critical infrastructure and corporations both domestic and international.
He has developed numerous security programs through the performance of comprehensive risk assessments and the creation of security policies, procedures, and standards, managing the implementation of effective and comprehensive physical security programs positioned for sustainabiity. Most notably, capitalizing on his vast experience in the civil nulcear arena, Mr. Bixler spent several years leading the development of the civil nuclear security program for the United Arab Emirates.
Mr. Bixler has held leadership positions in international companies and private security services firms during his career. Previous corporate security experience in senior level and leadership positions includes; Peco Energy, Amergen, Exelon and Iron Mountain Information Management with private firm leadership experience in positions with Good Harbor Risk Consulting and Pinkerton.
In his consulting role, Mr. Bixler has provided security consulting, design, and project management services for a diverse group of clients including Fortune 500 companies, credit unions, healthcare, international entertainment venues, civil nuclear, gas/electric, financial, bio-science centers, industrial /manufacturing facilities, government and domestic/international critical infrastructure.
Mr. Bixler holds a Master of Science from West Chester University of Pennsylvania as well as having completed the International Security Management Leadership Program at Georgetown University.
Mr. Bixler also served a distinguished career, both active duty and reserve, in the United States Air Force in the Intelligence community.
SIMON LLOYD-DAVIS
Principal
Mr. Lloyd-Davis has 20 years’ experience working in the Middle East, including operating and residing in Saudi Arabia, Iraq, UAE, Kuwait, Oman, and Qatar. His experience includes establishing successful businesses, winning government contracts, breaking ground on international projects, networking and senior management.
Mr. Lloyd-Davis holds a Bachelor of Science degree in Land Management from East London University. He began his career as a commissioned officer in the British Army, serving from 1990 to 2002. After completing his officer training at the Royal Military Academy Sandhurst, and his specialist infantry continuation training, he served operationally on multiple tours in Northern Ireland during ‘The Troubles’. He also undertook tours of the Falklands Islands, Cyprus, Canada, and the Middle East. His penultimate posting was as an advisor to the operational brigade of the Royal Army of Oman.
After leaving the military, Mr. Lloyd-Davis undertook private security work and spent two years in Iraq, where he managed the force protection for the Iraqi Interim and Transitional governments. Following his time in the Middle East, he set up a consultancy business in South America, working directly with several government agencies prior to merging with a consultancy in the Middle East in 2009. At this time Mr. Lloyd-Davis then moved back to the Middle East, basing himself in the United Arab Emirates and working with several global security companies, including managing the nuclear security project for the Abu Dhabi military. He has an extensive list of contacts across various Middle Eastern countries who hold senior positions in government.
JACK THOMAS TOMARCHIO
Associate Principal
Jack Thomas Tomarchio is an associate with SYMLER, LLC and a principal with the Agoge Group, LLC, an international strategic advisory firm. He advises companies, law firms, financial services firms, federal government contractors and government agencies on trends and changes in geopolitical markets and issues effecting international security. He also advises on business processes for technology companies, many of them in the defense, homeland security, cyber security and intelligence fields. He is also an active entrepreneur in early and mezzanine stage companies. Tomarchio is also a frequent commentator and national and international news outlets. His presentations on national security and intelligence have been well received by major companies and individuals from Philadelphia, to Miami, to Los Angeles.
Mr. Tomachio had served as Principal Deputy Under Secretary of Homeland Security for Intelligence and Analysis building the partnership with State and local governments creating a network of Intelligence Fusion Centers.
Mr. Tomarchio also served a parallel career in the US Army as a judge Advocate and paratrooper having served in several conflicts and as counsel to the Multinational Force and Observers (MFO) in the Sinai, Egypt. He was later recalled to active duty for the Persian Gulf War, deploying to Saudi Arabia and Kuwait.
Mr. Tomarchio holds a Bachelor of Arts in History cum laude from the Pennsylvania State University, a Juris Doctor from Vermont Law School, a Masters of Governmental Administration from the Fels Center of Government of the University of Pennsylvania and a Master of Strategic Studies from the United States Army War College.
